Default Help me modify shield

I am something of a noob and I have a warrior with a gold Eternal Shield. It can take an inscription. Is there any way to get shield mods besides salvage or buying from other players?

Any recommendations on how I should modify?

First off, no. You would have to buy a mod from an other player, or salvage it from an other shield. There is no mod-trader.

Secondly, for a warrior, the PvE shield would probably have one of the following inscriptions:
Luck of the Draw (damage -5, 20% chance) <- This is the most popular
Run for your Life (damage -3 whilst in a stance) <- Useful if you use stances
I Can See Clearly Now (Reduces Blind time on you by 20%) <- Useful if your party has less condition removal
Only The Strong Survive (Reduces Weakness time on you by 20%) <- Useful if your party has less condition removal

-5 20%, say you get hit 100 times, that is -100 dmg. 5*20. With the -2 if you get hit 100 times that is -200 damage, twice the reduction.

I thought it was -5-20%. Like if you get hit for 100 damage, it would be 98 damage, with the chance of 20%.

Anyways, I use:

Reduce Cripple (20%)
Health +30

Caster:

Health +45 (Enchanted)
Damage -2 (Enchanted)

It's -5 physical damage (20% chance). It actually performs worse than almost every other inscription.

The inscription is aptly named "Luck of the Draw" because most of the time you lose the toss and get no damage reduction.

As nornbear said, use a +10 vs fire which is the most common type of elemental damage in the game. If you have other shields, then use a different elemental inscription and swap for different areas.

Agreed with above, all a good warrior needs is a +10 vs fire +30 shield and a -2 +45 in stance

You didn't say whether you were interested in PVP or PvE.

If you want to do PvP, you'll need a variety of shields with a variety of inscriptions. In PvP, every little bit of advantage counts.

For PvE, it depends somewhat on where you are in the game and the type of enemies you face. But for most of the game, and in spite of what the others say, Luck of the Draw (-5/20%) is your best all round choice, especially earlier in the game where 5 is a significant portion of the damage.
However, if you are using Stances, -2 in a stance is better, or, if you have a build that uses enchantments or are enchanted by some other party member consistently, -2 while enchanted. (Of course, the problem with either of those is that you get no benefit when your stance or enchantments run out or are stripped).
As far as most other inscriptions are concerned, they all have some conditional element such as "vs fire" or "reduce blindness" that are only a benefit in a particular instance. They're good if you have a bunch of shields you can switch in & out - but PvE really doesn't require you to be that anal.

As you go further into the game, and the foes get tougher (especially in EotN) you may want to use other Inscriptions on your shield, but again, they all have some condition to them, so you'd need a variety of shields for various instances.

And, personally, I don't think the benefits from any particular inscription are worth being overly concerned about in PvE. The difference in overall damage relative to your max health, degen(s), your armor, how long it takes to kill the foes, etc., is relatively insignificant. It's quite likely that you would see no overall change in your ability to progress through the game if you used no Inscription at all, particularly in Normal Mode.

BTW, shield handles have some of the same considerations as the inscriptions. Shield Handles of Fortitude (health+30) are the most often used and most universal. Others that give +45 while in stance or while enchanted have the same pros and cons as the similar insignias.
